Judge Mounts was born in West Palm Beach, Florida, in 1932. He received a B.A. degree in 1954 from the University of the South and a J.D. degree in 1959 from the University of Florida. Judge Mounts has served as Circuit Judge for the Fifteenth Judicial Circuit since 1972.
