Professor Barnard was born in St. Petersburg, Florida, in 1926. He received a B.A. in 1949 from Wheaton College, an M.A. from Florida State University in 1951, and a J.D. from Stetson University in 1958. Professor Barnard taught at Stetson University College of Law from 1958 to 1976, and served as assistant public defender for the Sixth Judicial Circuit from 1981 to 1987.
